[~jbertram] Just as a note there is one case where this could happen and that
is if the 'amqpMinLargeMessageSize' is set larger than the journal max file
size (not sure the exact name) which causes a message that wasn't 'large' to
become large but uses an AMQP to Core conversion as opposed to a simple convert
from a "standard" AMQP message to a "large" AMQP message. This would result in
the back to AMQP from Core case in cases where you might not be expecting it
which could lead to a way to reproduce this if that is indeed how this is
getting hit.
