As both Tim and I have now said, its probable you aren't seeing an issue on 5.x
broker because you aren't currently doing anything that needs it to decode the
content there. That doesnt mean the content is valid.
Yes, the 5.x broker uses the activemq-client module (as does artemis), as much
of the openwire impl is in the activemq-client module.
I know you are not using activemq-client in your application however I
referenced it to show that the expectation from it, used in the broker and java
client, is that the OpenWire TextMessage payload is UTF-8. If you want to send
non-UTF8 payloads you should probably be using the BytesMessage type instead
where you can send whatever bytes you prefer.
