I don't think the broker test suite does any checks for Openwire specifically 
when using the Core federation bits.

Looking at the test sample you have supplied in Github I notice that you do not 
statically define the Queues in the broker configuration and I know from 
looking at the federation code that it is not always going to cope with that as 
one might think.  I'd recommend trying your tests after having defined the 
address and queues your sample is going to use and see if that allows it to 
pass.
