This definitely looks like a bug. Thanks for the report.
That said, this use-case has no mitigation for split-brain which is definitely
not recommended. See [the
documentation|https://activemq.apache.org/components/artemis/documentation/latest/network-isolation.html#network-isolation-split-brain]
for more details about what split-brain is and how to avoid it.
