Your new issues seem likely to be related so I'd hold off on a new Jira, as 
they all stem from unexpected sizing of a Core message buffer / its data whilst 
being read or written, on either side of the same link. It seems likely that 
the Message buffer is being altered whilst it is being read on the outgoing 
side initially.

That would also be consistent with the new information that you are actually 
modifying the message on its way out of the broker with a consumer-time 
delivery plugin, rather than on arrival as previously suggested. Adjusting your 
plugin might help confirm that theory, i.e try actually working upon arrival 
rather than exit. It may also be worth checking the property isnt already 
present before you try to set it, as any property setting is considered 
modification in a Core message and will cause a reencode.
