[~erwindon], technically speaking it would be possible to make the 
implementation pluggable and even have a few implementations we ship to 
configure it different ways, but that's not what my PR is about. Ultimately I 
think plugins here are too complex for something this simple. If further 
configuration is desired then I think we'd just add a new configuration element 
that folks can set however they like.
