Work Description: Nikita-Shupletsov opened a new pull request, #1369:
URL: https://github.com/apache/activemq/pull/1369

**What problems does this PR solve?**
It adds `maximumConnections` support for WS transport.

**Why is it beneficial to merge into ActiveMQ?**
all other transports have this limit. being able to limit the number of
connections for WS transport brings in in par with the rest of transports.

**How do you make sure this PR is well tested?**
I updated the existing amqp test to test amqp+ws and amqp+wss, added new
tests for stomp+ws and mqtt+ws as well.

> It's not clear from user prospective that WS transport doesn't support
> maximumConnections. [The default
> configuration|https://github.com/apache/activemq/blob/main/assembly/src/release/conf/activemq.xml#L111]
> has it set for WS, but it doesn't do anything.
