somewhere else.

It seemed like there was some consensus around using a git project but I'm
not sure, I can respond to the thread and see.
In my opinion the design needs to be somewhere that is officially part of
Apache or the ActiveMQ project so something like the Confluence wiki, or in an
ActiveMQ Github repo, etc.
