Fix For: 2.40.0
Previous updates added some initial management beans for AMQP federation
showing consumer and local federation policies. This round of improvements
should add a top level federation management bean that displays total message
sent and total messages received and add views into the state of remote
federation policies including messages sent for the remote policy along with
the active producers sending message to the remote when federation demand
exists there.
