Summary: Standardize virtual destination delivery

Currently, Virtual Topics and Composite Queues use separate (nearly identical)
methods for fanning out messages.
This improvement will be to create a BaseVirtualDestinationInterceptor and
share configuration and message delivery handling across implementations.
Note: CompositeQueue|Topic do not currently support transactedSend, so this
will now be supported for those virtual destination types
