Part of ActiveMQ Classic uses code generation. This code generation uses the
system locale.
This locale depends of the developer settings.
In order to have "coherent" and "reproducible" builds, the locale should be
consistent and always the same.
I will "force" the locale (to en_US) on the build/maven.
