Correct me if I'm wrong here, but I believe that the setting for {{cleanStart}}
is not relevant here since that only controls what happens when the client
reconnects to an existing session. There only relevant setting here is
{{sessionExpiryInterval}} being set to {{0}} which means the session should end
when the network connection is closed.
