Eroma resolved AIRAVATA-1313.

Resolution: Fixed
The issue is tested and verified in both
http://test-drive.airavata.org/pga/public/ (PRODUCTION) and in
http://dev.test-drive.airavata.org/portal/pga/public (DEV ENV)
When clicked on 'Continue' button while having spaces or empty Experiment Name
gives a tooltip 'Please fill out this field' and user cannot proceed without
giving a valid experiment name
