Eroma resolved AIRAVATA-1581.

Resolution: Fixed
Tested in http://dev.test-drive.airavata.org/portal/pga/public/ and it did not
occur. Ran about 200 experiments in order to test.
The fix need to be applied in http://test-drive.airavata.org/pga/public
