Currently gfac-config.xml is being used to configure input and output handlers
for file server stagein locations and ssh keys. This will prevent multi-tenancy
among other things. We need to use App Catalog to read this information
instead.
There are two sub issues on this task:
Use credential store for ssh key information
Using resource descriptions and gateway profiles for data storage locations for
input and output locations.
