             Summary: When GFAC is stopped and restarted jobs of experiments 
which were COMPLETED gets resubmitted to resource

Steps to recreate
1. Stop and restart GFAC server while PGA is launching experiments and have on 
going experiments in EXECUTING state.
2. Once the GFAC is started previously COMPLETED experiments (which has jobs 
COMPLETE) will be launched at the resource again
3. In PGA the above experiment will be displayed with COMPLETED exp status with 
job state in QUEUED, ACTIVE, etc....
4. A job with the job ID of this experiment will be listed in the resource to 
be executed

Noticed the behavior first with Gordon
