Eroma closed AIRAVATA-1685.

http://test-drive.airavata.org/pga/public/
NOTE: emails are sent with job ID and name. since the user only has experiment
ID and name there is no way to know which experiment the job belongs to. In
summary user has no use from the notifications unless user runs one experiment
at a time and waits till its COMPLETED to run the next
