In app catalog we don't have the notion of default queues for CR hence it is
not possible to select default queues in PGA. Therefore I have changed PGA such
that it selects one queue out of the available queues. We can have some config
file in PGA to have the mapping between CR->default queue. But I don't think it
is a good idea as the data gets duplicated and can lead to inconsistencies.
