Currently in PGA we have the option of making compute resources enable and
disable. When disabled they will not appear in PGA experiment creation, editing
and cloning.
Similarly application interfaces also should be handled.
When applications are not yet ready or going under maintenance should be able
to disable and when they are ready should be able to enable.
