Description:
While experiments are in EXECUTING (when active) if GFAC server is restarted
they will have weird mismatching experiment and job statuses.
E.g:
exp status CREATED job status QUEUED
exp status CREATED job status ACTIVE
exp status CREATED job status QUEUED
These experiments are completed in the resource even though the statuses are
not updated in the PGA
