Earlier when adding 'Local' job submission protocol we only added the protocol
as Local and no more data. But now we have to add 'Select resource manager
type', 'Parallelism Prefixes', 'Job Manager commands', etc..
Also there is a new protocol type called 'Local_FORK' in the provided list.
Do we need theses? these are somewhat misleading to gateway admin IMO.
