Description:
Currently in slurm script when we add a reservation for a resource (e.g.:
comet) it's applicable for stampede as well. Stampede tries to find it and
error occurs as :
sbatch: error: Batch job submission failed: Requested reservation is invalid
This need to be fixed and we need to be able to
1. Add separate reservations for each resource
2. When added for one resource others need to ignore the reservation.
3. Gateway admin/PI should be able to add the reservation to his
gateway;preferably through Admin Dashboard -->Gateway Preferences
