When provider cancelled the request scigap admin
1. should be able to view and should be listed as per creation date time
2. Should not be able to update any details
3. Should not be able to create tenant, etc...
Currently it is
1. Not listed at the top; buried in middle
2. buttons in 'view; window are disabled but there are multiple buttons which
could confuse the SciGaP admin
