Summary: Requesting a new gateway process seems little too much
for a new gateway owner.

Currently for a new gateway owner to request for a gateway
1. He needs to create an account in SciGaP portal
2. He needs to log in using a verification link and enter username and password
3. Make the request for the gateway.
IMO this is a lengthy process and not sure whether someone would go through all
this....
We should make it a one step thing
May be have a request gateway without the account creation and if we approve
the account to get created.
