Currently we are configuration enable-grouper configuration in both PGA and
Airavata server side, but there is no usecase where one side its enabled and
other side its disable. [~scnakandala] please correct me if I am wrong.
If above assumption is right we can always remove the configuration from PGA
and if PGA needs this parameter to change UI dynamically we can always take the
configuration from Airavata server using a RPC call.
