Discussed with [~spamidig] how to improve the UI.
Sudhakar had the idea that the user could toggle on admin views. Even admins
don't always want to see admin views. Also, there is some inconsistency within
the portal now for admin users, for example: Experiment Statistics shows
experiments for all users but Browse Experiments only shows the admin's own
experiments.
I suggested that we put the user resource profile management UIs under the user
menu on the right hand side of the screen. Maybe we could put the toggle for
admin views there as well.
Moving the user resource profile management UIs out of the dashboard also will
make them available for admin users.
