Discussed with [~eroma_a] and for now what we'll do for admin users is allow
them to
* view an experiment
** this means adding the new API method {{getExperimentByAdmin}}
* clone an experiment
** this means adding a new API method {{cloneExperimentByAdmin}}
The thinking is that admins don't really have a strong need for launching,
editing or canceling experiments, so for now we'll just add viewing and cloning.
