Currently the web application enables use of individual user allocation on
resources.
In desktop application also
1. if exists use the own preference by default
2. Have a checkbox to indicate the selection and uncheck if want to use the
community allocation
3. Make this option available in clone and edit
4. In experiment summary show the used resource
