In scigap portal scigap admin has to first create the tenant without the key
and the secret. Once the tenant is created then need to go and manually
generate the key and secret and then update the request with them.
Once updated they will appear for the gateway provider.
Now when we create it ask for those but not used to add to IS or display to the
gateway provider.
tenant creation does not need to have the secret and auth key mandatory.
