Currently in PGA we use date time fields in
Browse experiment
Set gateway preference
Create Notices
List experiments in Experiment Statistics.
Except for experiment statistics all other UIs should use a uniform way of
showing this calendar field. Currently we use different ways, some are kept
empty, some has current date time, etc...
