The problem was with the new dev seagrid tenant. The gateway's identity server
configuration (Tenant ID and Identity Server Password Credential) had not been
updated. Once we create a user that wasn't in the old tenant, as was the case
with DShare3, Airavata API server wasn't able to verify the credentials of that
user.
I think Supun also needed to restart the API server because of some caching,
but I'm not sure.
