Fix For: 0.17
Currently once the user creates the account they have to confirm the account
creation and email. Then the gateway admin need to give them access to the
gateway by adding then to active user role.
As per gateway PI request they don't want the manual adding to user role step.
As soon as users confirm the account creation user will be a in an active role
to submit jobs through the gateway
