Eroma closed AIRAVATA-1888.

https://dev.seagrid.org
Launched the experiment while GFAC was running and then stopped the GFAC server
and cancelled the experiment. Started the GFAC while job is still running and
it got successfully cancelled with the cancel request submitted while GFAC was
down.
