Currently the gateway request is a two step process from gateway provider(PI)
point of view. In the second step gateway provider need to give admin username
and password.
Going forward this will be hidden from the gateway provider request UI.
These values are to be entered by the super admin/SciGaP admins.Once the
gateway is created and ready gateway provider becomes the gateway admin and
need to create an account or use CILogon to login to the gateway.
The admin account which is required to create the tenant will remain within
super admins.
