Supplementing the current Ansible scripts in dev-tools to check if the services
are already running or installed in the target VM where the users intend to
install Airavata. Currently the scripts just install the services without
checking if the target VM has the services already installed/running in the
background. As a part of this issue, would like to evaluate various solutions
to check for the service, if present, just restart the service and then proceed
to the installation of services, if not present.
