1. A gateway credential store key exists in Gateway management,
2. Gateway admin adds a new compute resource preference.
3. Doesn't add a compute resource level credential store, wants to work with
the gateway level key.
4. Error occurs, unless the key is assigned at compute resource level it
doesn't work for the newly added resource.
