I can't think of a good reason to use the GatewayResourceProfile's
ComputeResourcePreference.allocationProjectNumber if the
GroupComputeResourcePreference doesn't have an allocationProjectNumber. I think
it is better to just only use the
GroupComputeResourcePreference.allocationProjectNumber, if it is set.
