Description:
The experiment data directory should use a timestamp or some other unique bits
added to the experiment name to make it unique. It should also be fixed once
set and not change when the experiment name changes.

* {{upload_input_file}} should take project_id and the name of the experiment
data directory
* the name of the experiment data directory should be fixed and stored in
UserConfigurationData
* update experiment cloning to use the same experiement data directory naming
rules
* create-experiment-data-dir API - creates directory using random name for
directory that doesn't exist - inputs are project name (or project id?),
experiment name and let datastore find a unique directory
