Admins should be allowed to disable gateway users to prevent them from logging
in. This operation should only be done for users that have verified their email
address since otherwise the admin should just delete the failed account
creation attempt.
TODO
* change forgot_password to offer to resend link only when email is not
verified (currently it checks enabled status)
