Summary: File cleanup for failed jobs due to time or other issues

It will be useful to implement a cleanup after the job which is independent of
post job commands based cleanup. The post job commands may not even run in
certain situations and this needs to be handled. Some HPC systems implement a
scratch quota and this active cleanup helps with this. It is also useful to get
the quota periodically (once a day or at least twice a week) to make sure there
is enough space for the experiments to run without interruption.
