Description:
1. In group resource profile some of the queues were unselected as the gateway
admin does not want them to appear for users to select at create experiment
time.
2. These are still appearing in Create Experiment

- [x] in QueueSettingsEditor.vue, make queueDefaults a computed property
- [x] remove race conditions by simply not rendering QueueSettingsEditor when
data isn't loaded yet. Once data is loaded it can render and logic will be
simpler since it will have all the needed data.
