Support for 3.11 isn't quite there. The wagtail version we are on (2.13)
requires Pillow < 9.0. Pillow 9.3 adds support for Python 3.11, but also drops
support for Python 3.6.
So I think the next step would be to upgrade to the latest Wagtail. The latest
LTS release is 4.1.
