This is a replacement of an existing file that was done this way and is one of
a handful of others.
I'm not sure that we should change this one to a newer mechanism and not the
others but also don't know whether we can justify changing them all. What do
you think?
I can create a reviewboard and link it but maybe we should close down on the
format issues first.
