When a HAWQ STANDBY MASTER is stopped, a user currently can not stop the whole
service or perform service check as these options are disabled in Ambari UI.
Since STANDBY MASTER is not required for proper service operation, both STOP
and CHECK operations should be allowed, no matter what is the working state of
the STANDBY MASTER.
