Summary: Improve error message for view URL name and short URL
validation

1.Click on View URLs and click on create new URL.
2. Enter a URL name that is less than 3 characters or greater than 20
characters.
3. Enter a short URL that is less than 3 characters or greater than 25
characters.
4. Click on Save. The validation error message "Too short" is displayed if the
name/URL is too short and error message "Too long" is displayed if the
name/URL is too long. You have to figure out through trial and error what the
limits are.
This message should be improved.
