The Atlas users-credentials.properties and policy-store.txt are managed by
Ambari but can not be changed. Ambari overwrites any changes when the Atlas
server is restarted.
Make the files un-managed by Ambari so that they can be edited and will pick up
the latest changes from the Atlas distro on installation.
