After having a talk with Harsha and Aravindan, it would be better to apply
'Cluster Metrics Consumer' feature to Storm Metrics Reporter which will be
introduced on Storm 1.1.0.
Currently Storm Metrics Reporter relies on feature which is not available on
Apache Storm, so moving toward Apache Storm feature is more ideal way.
I'll submit another patch to reflect it.
