Scenario:
* Install Spark without Livy Server
* Install Zeppelin
When spark hasn't installed Livy server, Zeppelin does not force to install
Livy server.
While installing, it skips the "Assigns slave and client" (step3). The zeppelin
installs only zeppelin notebook.
Zeppelin should enforce Livy server to install and start if Spark does not have
Livy server installed.
