STR:
1. Stop some service to generate alerts.
2. Refresh Service Summary page.
Alert labels beside component, in Summary bar, in Service menu will show No
alerts message right after page loads and will be updated to real counters only
after about 10 secs. At the same time global counter (after BG operations
counter) shows correct value once page is loaded.
