Description:
Fix HDP/2.3.GlusterFS/services/YARN/configuration/capacity-scheduler.xml which
has bad xml element "<description/>" at line number 28. This is breaking build
since https://builds.apache.org/job/Ambari-trunk-Commit/5334
Unit test failing
org.apache.ambari.server.state.ServicePropertiesTest.validatePropertySchemaOfServiceXMLs
